OnlineCOIN, the incentive and motivation is to use tax software from the comfort of your desk chair/sofa, even ones that I believe are still free (Genu tax as an example). https://www.genutax.ca/
Each year, CRA T1 filing statistics show a somewhat steady decline in paper returns being submitted. It is not worth the cost to make paper packages available any more.
I did my tax return in a few hours at my desk and netfiled thereafter and got my NOA from MyAccount in minutes thereafter.

OnlineThere will likely always be a need for some paper T1s, e.g. T1 finals that executors prepare on their own, some people without devices, etc.
Actually if CRA ultimately succeeds in 'doing simple returns' for a considerable number of taxpayers, that would likely cover off a lot of returns that are not T1 Finals. There were just over 2 million paper filings last year, so other than some paper T1 Finals, it would be interesting to know the profiles of the bulk of the paper filings.

OfflineIn prior years I would always get a T1 general package in the mail (via Canada Post). So far (April 13, 2026) this year nothing. Is my 2025 T1 package lost in the postal system or did the CRA stop the practice of mailing out a T1 package.
So, I went to our local CRA office at 1 Front Street Toronto to pick up a T1 package and all the doors were closed. Does the T1 package still exist for 2025 tax returns?

OfflineYes, the T1 General package is still around.
One will need to order it as CRA will no longer mail the package out automatically. Some schedules are no longer included and will have to be ordered separately:
If you need a tax package by mail
Starting with the 2025 tax year, the Canada Revenue Agency (CRA) will no longer automatically mail the income tax package to certain individuals. Some federal and provincial or territorial schedules have also been removed from the mailed tax package. …
