I did not have active offers from Tangerine. I am on their tiered rates till end of the year. This 4% promo suddenly came in email. It stated I do not need to activate it.
I can see 4% interest in details of my Savings account(s). This was legit email.

It's a new way that Tangerine is targeting clients without necessarily advising or notifying them. To me it's an odd way to gift clients additional interest after throwing them in jail. No reason to complain, other than maybe missing out on the opportunity because you weren't aware the additional interest rate was applied to their account.
