It's not that simple. While I would by no means ever try to imply that all public benefit recipients (hey, I get pensions!) are criminals, it's very widespread for criminals to qualify for benefits - welfare, rent subsidies, etc. - because they have no reported income! Hey, why would they bother with jobs? They'd lose money!
