Does anyone know if it is possible to link foreign cheque account to you ING account so I can move my money? And as off topic is this possible for any bank in Canada to link foreign account so I can move my money around from the comfort of my home?

You can't "link" foreign bank accounts to Canadian bank accounts via online banking due to legislative and regulatory requirements & controls. As well, there is no such mechanism in place, as there is for Canadian bank accounts via the Electronic Funds Transfer (EFT) system operated by the Canadian Payments Association and its partners.
