Does anyone know why TFSA at 1.8% and new savings account is 2.8 %? Most FIs have the same rate for both TFSA and savings accounts.

It is just a business decision. They want unregistered funds right now. Such funds are cheaper to manage, require less govt filing.
They may offer a better deal in January when people start topping up their TFSAs again.
