I am going to purchase 5 year GIC for the 2019 $6000 TFSA. I was hoping that 5 year GIC rates would be around 3.75 to 4% by now.

You can't do it until January anyway. There may be some deals by then. Just don't get sucked into one of those "deposit now for 2019" deals, which look good u initially, but will drop after the new year and then you're stuck with transfer fees.

Click on Non-Redeemable Long Term GICs near bottom of page. left
There are 2 five year rates. You want the second one, for "new money". Let's hope it's still in place in January.

I have an account with Meridian and have found them to be very accommodating. If you are sure you want to open an account, speak to a representative there, even the local manager, and ask if they can hold the rate for you until early in January. They have often done this for me for up to a month. Good luck!

As has been stated, better to sign up at a local branch rather than the online option with Meridian. Work with the branch manager who typically should have greater discretion and leverage than frontline office staff for high value transactions.
