Logged on to my RBC direct and I'm seeing better 5 year GIC rates on the market than offered here 4.74 for 5 years, rates are moving up

Through Scotia iTRADE, Home Trust is offering the top 4.74% 5-year GIC rate there.

For what it is worth, BMO Investorline has 4.74% for 5 year GICs as well. It is not unusual for all? most? to be the same. After all, it is the issuer that sets the rates, not the broker. Between spouse and I, we have accounts at all 3 mentioned brokerages (RBC DI, Scotia iTrade and BMO IL).

It isn't the same issuer at both BMO InvestorLine and Scotia iTRADE.

At Scotia iTRADE, it's Home Trust offering the best rates, one year to five years:

Issuer 1 year 2 year 3 year 4 year 5 year
Home Trust Company 5.17% 5.12% 4.99% 4.70% 4.74%

At BMO InvestorLine, the leaders are BMO and related companies:

We do not actually know if that is the case because BMOIL does not carry Home Trust at all. They both carry Home Equity Bank and Canadian Tire Bank at 4.73% though.... and Canadian Western Bank at 4.71%. My point is for the same issuer (in-house companies aside), rates are likely to always be the same.
