For bill payment, one will need to pick a biller and then provide an account number.
I don't think the biller would be "Direct Investing" for a TD Direct Investing account. That's too generic as there's also RBC Direct Investing! I would expect the name of the biller would have "TD", "TDW", or "Waterhouse" in it.
Not sure what the biller would be in Tangerine's online banking. The writer of a RedFlagDeals.com post used the biller TD Waterhouse.
In Simplii's online banking, I searched for "inv" and found the possible biller "TD Waterhouse Investor Services":
TD Waterhouse Investor Services
This account consists of a Portfolio Number that is 7 alpha numeric characters. Enter this number without any spaces.
Would the TD Direct Investing account number be seven alphanumeric characters?
WebBroker: Make a Transfer mentions the following:
- TD Direct Investing $CDN accounts (account numbers ending in A, E or L)
- TD Direct Investing $USD accounts (account numbers ending in B,F or M)
- TD Direct Investing Registered (TFSA, RSP, RESP, CPRSP, QSSP) accounts (account numbers ending in J, Q, S, V and X. No contributions allowed to the $USD component of your TFSA (K) or RSP (U))

In Scotia Chequing, it came up as "TD Waterhouse Investor". One just has to play a bit with word choices to get options to show up.

Indeed, my TD DIRECT INVESTING ACCOUNT number does have 7 alpha-numeric characters

Unfortunately, I can't verify what I related here yesterday and was told by Tangerine CSR yesterday, because Bill Payment option is only available to Tang chequeing accounts, and I have a Tang Savings account and don't want another debit card and any more complexity that may show up by switching to Chequeing account.
I can confirm that TD accounts are 7 alphanumeric digits.
I just added "TD Waterhouse Canada Inc" as a payee at my CU account. For me, money from Tang to TD will have to go via CU first. I just did a small bill payment to see if it arrives ok. CU bill payee would not take the 7 digit account IF the words "Direct Investing" were after the 7 digit number, so that info regarding the words "Direct Investing" I received appears to be incorrect.

I'm not surprised that adding "Direct Investing" after the seven-character account number didn't work. When the form says seven characters, more than seven characters would be rejected.
I suspect the TD Direct Investing agent was going by outdated info. An example, How do I transfer cash and securities to my TD Direct Investing account from other financial institutions/brokerages?:
To transfer cash at any time:
Set up your TD Direct Investing account as a payee for the bill payment process at your other financial institution, select TD Direct Investing from the payee list.
But, no sign of the biller "TD Direct Investing" at the three online banking sites I signed onto.

Trial BILL PAYMENT worked from Credit Union to TD Webbroker Cash acount:
From CU to payee: "TD Waterhouse Canada Inc"
7 digit TD account number.
Temporarily parking in TDB8150, TDB8155, TDB8157, TDB8159 @ 2.85% - TD more generous with investor clients, but less so with common savers at the bank it appears.

That's great!
So, the biller to use now is something like "TD Waterhouse Canada Inc".
It is the same TD Bank, TD Mortgage Corporation, TD Pacific Mortgage Corporation, and Canada Trust Company issuing the deposits. The difference is the direct deposit, pre-authorized debit, ATM, and teller services provided for the TD Canada Trust branch savings accounts.
