There is Cibc 1.75 targeted promo as an extension to 2.3% that expired on Mar 31.
It's available till Oct 31 2018 on existing or new funds.
As of Apr 2 2018 Scotiabank is running promo on Momentum Savings Account - new or existing, for new funds only. You need to enroll to get additional 0.85 % until June 29 2018.
0.9 + 0.85 + 0.75 (if you keep it for 90 days). All together you can get 2.5%

My local CIBC branch was not aware of a new 1.75% 'promotion' and our savings accounts were going to go back to 0.9%. So moved it all to Tangerine today for 2.0% which was the best I could get from them.

I was told that I'm getting 2.3% at CIBC till end of May, 2018. I guess I better double check.

I contacted cibc customer service, with a straight out no, you must buy gics to get any better rate.
So i decided to write CIBC obudsman, today I recieved an call from customer service here at my local branch, apparently his manager while on holidays called him to contact me immediately. He called to confirm exactly what it was that I was looking for. 1.75% on my rrsps as similar clients were receiving until oct 2018
Manager is on holidays but he will get back to me by the end of the week with an answer. Looks like legal gets the ball rolling a little better than customer service.
