Approval without credit check.

I think they can charge people whatever they want as the risk is high. Have no idea how any bank will give anyone credit without checking their history. Oh well.

It's a secured card, so they're not taking much risk.
Most of their potential customers would be better off with a bank account and a debit card, but I guess it allows them to build some kind of credit history eventually - at a price!
