In Quebec (and possibly other provinces), bribery for better care in hospitals is very common, and sometimes demanded by unscrupulous staff. It became so prevalent that it was featured in Denys Arcand's 2003 film, THE BARBARIAN INVASIONS. Arcand was fond of poking fun at the hypocrisy of studiously progressive types acting in naked self-interest.

He has one intellectually-honest character say, "I voted for socialized medical care, now I have to accept the results," in effect.

(I had an opportunity to talk to the director about those issues. Those outside Quebec often didn't get the point.)

What if anything happens if the culprit is caught? Isn't this financial harassment?

I'm tired of being asked to tip at places that one wouldn't necessarily consider tipping. Yesterday I went to a bakery to get a cookie and something to take home for dessert. The person behind the counter put my stuff in a box. When I paid, up pops the prompt asking me to tip 20%. For what? As I walked away, I thought if I had gone and done the same thing at Urban Fare or Whole Foods, would I have been prompted for a tip? The worst part was the carrot cake loaf I bought was dry and not very good. And that was after asking when it was baked (yesterday I was told). 🙁
