I withdrew all TFSA money out from Oaken in Jan 2021. So far, those TFSA contribution room wasn't restored yet as of today per CRA. When is the bank supposed to report any TFSA transactions to CRA? as it happened? once a year?

It can be as infrequent as once a year. TFSA issuers have until the last day of February of following the calendar year if they are not winding down their business.

Your January 2021 TFSA withdrawal may not be reported to CRA until end of this month (February 2022).
