I'd been getting extensions/renewals every time one expired. Except there was nothing after the last promo ended on Sept. 30. Coincidentally, there was a bunch of money that came through the account which I immediately distributed to 3 other accounts I have.
Then, on Friday, Nov 7, I got an email offering 3.7% until Jan 31. I immediately moved everything back to Tangerine. But I didn't see the email until after 5 pm, so today (Nov 10) I am still waiting for pull and push transfers to arrive.

Where does one find the messages for rate offers within the Tangerine site?
Is there a configuration option to enable notification by email?

The rate offers can show up as an Insight, a message to the online banking Inbox, or as a message to one's e-mail address.
E-mail preferences can be set in
Profile & Settings ► General ► Marketing Communications

I have been keeping track of Tangerine offers my spouse and I have been on since Sep 2022. We may have been on some before that but I don't have a record of it.
For the first time since Sep 2022, we are now at loooow Tangerine base rate. No promo rate since Nov 30 ...

Consider yourself lucky, I've been waiting for an offer since my last extension offer expired at the end of March. Used to get them quite often and consistently, oh well.
