Can two people with Tangerine Savings Accounts have two Joint Savings Accounts, with one Joint Account with one person as Primary and the other Joint Account with the other person as Primary?

This would be to take advantage of targeted offers to either of the two people ...

Yes, you can do this, and i have done it.
Just bear in mind that any combo of joint accounts between the same two people only get 100K of CDIC insurance.
