Click on the rate and you will see the history and dates.

Ps. The % rate listed to the right of the FI you are inquiring about, with the underline of dots.

I've added a line at the bottom of the spreadsheet now. However, this page is trickier than others because the spreadsheet is so large that we don't commit to doing a full review (ever). We rely on people pointing out updates. (And I'd be happy to add people to the list of editors -- just let me know!)
