Add Steinbach Credit Union (SCU) to HISA chart

SCU has personal savings accounts that pay interest annually or monthly at different rates. Would recommend adding either to the chart with an asterisk indicating that a higher/lower rate is available depending on the interest payment schedule selected.

Personal Savings Accounts as of Dec 14, 2022:
3.55% - Interest paid annually
2.55% - Interest paid monthly
