Mordko: Exactly. But non-individual investors also pay the lower dividend rate, no? Corporations, yes, but also things like foundations, trusts and non-profits, whose earnings never get taxed as indivitual income.  

I don’t know how they are taxed on investment income.

Unless the Tax Act has changed since I last looked, inter-corporate dividend can flow through tax-free although private corporations have to pay a refundable Part 4 tax.
