I have seen few months ago discussion about 3% for usd accounts gic. Now when I checked the highest is 1.80% for a year. Anyone could recommend anything higher? Or should I wait? Whats the best to do pls? Thanks!

Not sure if RBC is still offering their 3% US$ GIC, as noted in
https://www.highinterestsaving.....-one-year/

You could try phoning one of their 'invest by phone' reps to see if they still have it.
