Why are scam websites with a .ca domain allowed to operate in Canada?

The GIC fraud must be at epidemic levels, as some banking websites have a warning at every log-in.
But its a cheap and easy scam for the offshore criminals.
1) set up dozens or hundreds of fake websites cloning the websites of real banks, inter-link the sites to eachother in fake recommendations, use SEO for ranking.
2) make an inflated claim of return
3) collect emails and phone numbers of naive people
4) steal the life savings of seniors and others.

If I was a scammer I wouldn't have unrealistic rates, I'd just offer not quite but almost the best rates out there, why raise red flag?

I have no idea why people's first (but not last) stop isn't the CDIC list of banks. Legal/operating name needs to be identical to CDIC list.

That won't work very well. Potential victims won't get excited over a GIC rate that is 3rd or 4th best.

People don't check the CDIC member list or the OSFI bank lists because they don't know how to verify a bank. Unfortunately, people think they know but not really.

One victim claimed she did her research. But, why didn't her "research" find the real PC Financial web site?!? I just did a Google search for "PC Financial". Top four hits are to the real PC Financial site.

That is a good question. Someone should report it to the Canadian Internet Registration Authority ("CIRA"). They may be empowered to suspend the domain.
