On CIBC's web-site they are promoting 2.3% interest until next March, not just on RSP's but also including their regular savings accounts.

I found mention of a 2.3% offer on the CIBC eAdvantage® Savings Account at Interest Rates on Savings & Other Bank Accounts - CIBC:

* This is a combined bonus and regular annual interest rate paid on new deposits made to a CIBC eAdvantage Savings Account (“eSA”) when the account balance is $5,000 or more. The bonus and/or regular rates may change at any time without prior notice. The regular interest rate is paid on the full daily closing balance when the balance is $5,000 or more. The bonus rate is earned only on new deposits and only on days when the new deposits result in a full daily closing balance that exceeds the closing balance on October 16, 2017. Bonus interest rate offer expires March 31, 2018. Interest is calculated daily on each day’s final balance and paid monthly. Other conditions apply. CIBC is offering 1.75% to some existing account holders to keep their money in the Savings Account. Is RBC or any other bank coming with any promotional high interest rate offers in April, has anyone got any indicator from their FA?

I recd the 1.75 promotion too and its for new money since Oct 17 (using that date as base). Except 1.75 is just not attractive nor competitive.
