Level 3 transaction data can be included by the merchant. Card issuers charge merchants a lower interchange in return. Usually, Level 3 data is provided for charges to business cards only.

Card issuer can also use the merchant info to decide. For example, Canadian Tire Bank specifically excludes Walmart and Costco from their Triangle Mastercard's grocery stores category, regardless of what the Walmart or Costco store's merchant category code is. Similarly, Rogers Bank could consider all charges from Chexy as cash-like transactions.  

Also, if the buyer ONLY buys cash cards or gift cards and nothing else on the bill, it will be indicated to Rogers that it could be a gift card purchase.

Chexy will be a deal breaker tho but so far I don't see Rogers going solo on that definition maybe ?

From what I've been reading, Rogers is re-defining what a cash like transaction is , starting Aug 4,2026. This may impact those using it at Chexy for rent payment, or at the supermarket for buying gift cards and lottery tickets, possibly incurring a cash advance fee.

One of the changes is an Annual Cap on the card spend that earns the maximum reward rate. $16,000 for their MasterCard, $26,000 for their World Mastercard, and $61,000 for their World Elite Mastercard.
