I noticed that Outlook has reduced its GIC rates across the board by 0.1%. Their parent Assiniboine credit union reduced the bricks-and-mortar rates by the same amount as well (the branch rates run a tenth lower than the online ones).

The Manitoba CUs seem to have been holding their rates fairly steady all year and eating any small variations. Assiniboine may have decided Bank of Canada rates aren't going up any time soon and decided to protect their margins a bit. I wouldn't be surprised if some of the others did this sooner or later. They are still a lot higher than the rates from CDIC institutions.
